Personal Comment:   The fielding of Sentinel and the care of Minuteman III could be impacted by all of this in contract efforts forthcoming under these new changes.

Having worked in / taught in the acquisition side for more than 30 years:  this is earth shaking stuff!   Again the question is:  Will this attempt work successfully?

Many of the earlier acquisition reform efforts floundered.  All were attempts to speed up the process which was attempting to define requirements in order to pay for the invention of new designs, compete them with more than one prime contractor and then have competitions with the prototypes to get the best one overall price and performance being evaluated by a source selection process that was complex and often protested by the losing company.  These thoughts refer to Major System Acquisition efforts. 

If you want to see the headache take a look at the Defense Federal Acquisition Regulations:  https://www.acquisition.gov/dfars  Much of this depended on paper based access.  We are now in a digital environment.  So working on updating all of this is vastly needed.
